Ukrainian President Volodymyr Zelensky announced the receipt of a proposal from the United States concerning a rare earth elements agreement. This significant development occurred during a press conference in Kyiv, where he indicated that experts would thoroughly evaluate the draft agreement prepared by Washington.

Zelensky highlighted his intention to approve a version of the agreement that aligns with Ukraine’s interests. He expressed a commitment to transparency, stating, “If there is a risky situation for us, I will, of course, share it with our people without any reservations.”

The president further clarified that, under the proposed agreement, Ukraine would not be accepting any debt, reinforcing his position that this should be clear. He acknowledged that the United States might impose conditions regarding future support packages.

Additionally, Zelensky addressed a recent agreement with the United States aimed at ensuring a ceasefire with Russia concerning the Black Sea and energy infrastructure. He underscored the necessity of a monitoring mechanism for the ceasefire, remarking on the United States’ commitment to consult with partners in Saudi Arabia, Turkey, and Europe about monitoring operations.

He pointed out that Saudi Arabia lacks the capability to oversee the ceasefire in energy sectors, but viewed Turkey as a suitable candidate for monitoring security in the Black Sea. Furthermore, Zelensky criticized Russian President Vladimir Putin’s suggestion to establish a “temporary administration” in Kyiv, dismissing it as a ploy to extend the conflict and undermine genuine negotiations.

The announcement by President Zelensky regarding the rare earth elements agreement reflects Ukraine’s strategic efforts to enhance its resources while avoiding debt obligations. The proposed ceasefire arrangement underscores the complexities of the conflict with Russia, highlighting the need for effective monitoring and international cooperation. Zelensky’s firm stance against any attempts to prolong the war emphasizes Ukraine’s commitment to its sovereignty and diplomatic resolutions.
